last year and this I planted a succession crom of beets. Each sowing , the tops come up and in a few days they are eaten, gome. The first planting was uncovered, each other planting was under cover, wither growing plactic row covers or white fabric cover. I am in zone 5b, this year I added wood ash and lime to my bed, everything else is fine. what can be eating the tops of a veg so disease resistant ?

Do you have deer in your area? I battle with deer ever year, whether they are covered or not they seem to go straight for the beets and don't touch anything else (for a while)
