    When does one start canna lilies, and do you do them indoors first and then transplant outdoors or do you put them outside weather permitting?

      Cannas should be started indoors about 8 weeks before your expected last frost date. So if your frost date is in early June, you can start them now. From Veseys Planting Guide: Lay the roots on their sides and press firmly into a mixture of soil and peat moss until they are just covered. Water lightly until growth starts. When nights become warm (10-15°C) transplant to the garden, covering the roots with 4-5" of soil.
