    I am brand new at gardening. Are you supposed to dig up the bulbs when tulips have stopped blooming? If not, can I plant something over it or is the bed supposed to remain bare after the bloom?

      No your tulips are not dead, let the tops die back and then cut them off, you can, and it is a good thing to plant things over top of them, or maybe just a little to the side so that you don't risk damaging your bulb with your shovel, if you plant something that blooms after the tulips it will hide the dieing off tops of the tulip, hope this helps.
