Can you please tell me how these lights are to be used? Is it one bulb to one plant tray? What is the recommended distance from the bulb to the plants?

I have been using these bulbs (with the reflectors) for two years now for my seed starting, and I am disappointed with the results - I am even using heat mats. I have spent a great deal of money and my seedlings are still puny and weak. I am not sure if I am doing something wrong or if these bulbs are just not that great. In the past, I got much better results just from starting seeds in front of a window!

The lights should be placed within 2 to 3 inches from the tray when starting seeds. Raise the lights as the seedlings grow, keeping the lights about 2-3 inches above the top of the seedlings.
When the plant has developed several sets of leaves you can start pinching back the seedlings to help the plant bush out.
It is important to know which seeds require warm soil and which germinate in cool soil. Check the individual requirements for each seed variety.
