The tubers I bought have sprouted in the bags. Should I break off the shoots or just leave them on?

I wouldn't break them off. That is the beginning of this year's growth. Plant them as soon as you resonably can. It's the same situation with potatoes. If you break off the growth coming from the eyes -- guess what -- no potatoes this year!!

How long are the sprouts on your dahlia tubors. If they are any longer than one inch I would break them off. I find that any longer than this gives a spindly stalk.
