      You never mentioned were you live.Tulips and other spring flowering bulbs are planted in the fall.For me anytime around the end of Sept. to the third week of Oct.As a rule of thumb,plant your bulbs to a depth twice the circumference of the bulb.4-5 inches for tulips.After the ground has frozen,MULCH the bed.This will prevent the bulbs from being forced to the surface when the ground thaws and refreezes.Remove the mulch(evergreen branches work best for me) after the frost is out of the ground in the spring.Good luck
