What I would do first would be to keep tilling in more good top soil and compost. Last year I spent the whole summer "fixing" the soil in an area of the backyard for a country garden. I tilled in top soil, compost and alot of leaves in the fall. This spring, i retilled it and planted mostly annuals so come fall I will till the dead annuals plus the leaves, hoping by next year it will be good enough to plant my country garden.
