My tulips have already bloomed this spring. I am unhappy with them and want to remove them to give a friend. Can I do this now without causing damage?

It would be preferable to wait until the tulips go dormant to dig them up and move them. But that means that you have to put up with yellowing tulip foliage in your garden for awhile. Don't forget to deadhead to prevent the bulbs from putting all of their energy into producing seeds.
