Start seed inside 6-8 weeks before planting out. Soak seed for 24 hours and then surface sow, do not cover and provide a soil temperature of 21-24°C (70-75°F). Watch out for damping off, keep growing medium on the dry side. May also be direct sowed 1-2 weeks before last frost. Transplant around last frost date, 18-24" apart. If you are planting a hedge, space them 12" apart. Kochia prefers full sun and warm conditions. Will often self-seed.
